The Bylaws of The Overseas Chinese Scholars Association (OCSCA), CANA

1. GENERAL

1.1(a) OCSCA Mission statement

OCSCA is an advanced organization consisting of dedicated outstanding Overseas Chinese scholars around the world, providing all aspects professional services to the members and families and friends. OCSCA is an organization of non-profit, non politics, non-partisan, non-religion perusing under U.S.C 501C(3).

We are committed to creating and seeking better opportunity for all members in utilizing their talents and skills, and to assisting career and business development, and realizing life goals of all members through network worldwide.

We are dedicated to bridging the social, cultural, linguistic and ideological gaps between Chinese people and the people of the adopted homelands.

We aim at introducing Chinese culture, philosophy, art, people and history to the world, and help China to understand and learn from the outside world all advanced science, culture, management, and trade and business experiences.

We are committed to promoting mutual understanding, mutual enlightenment, mutual benefits and traditional friendship between the people in Greater China, and the people of other countries through social, cultural, academic, scientific, economic, and informational and visitors exchange programs.

We are committed to promoting positive Chinese image in the global human community and advocate for diversity policy.

We are committed to enhancing governmental relationships between Greater China and other countries through publishing articles, newsletters, through hosting high-level international seminars, lecture series and workshops, through facilitating high-level governmental, academic and trade delegations and ambassadors programs, and various kinds of exchange programs.

Chinese Association of North America (CANA) is a mass base community association in North America, consisting of all residents of Chinese cultural heritage, under the leadership of OCSCA, supporting the core mission of OCSCA.

1.1(b) Mission Statement of CANA (draft)

The mission of CANA is to connect all Chinese associations with the same goal of assisting Chinese to survive and develop in all aspects of life, to promote the general welfare of Chinese, to promote harmonic relationship between Chinese community with all ethnic groups, to represent and protect the interests and rights of Chinese and families, to educate and train future leaders to engage in civil society.

For the benefits of all people in North America to celebrate diversity while taking pride in fine Chinese tradition and honor heritage, CANA is dedicated to strengthening ties between China and resident countries in economic development, trade and business, scientific research, education, art and culture, thus promoting constructive cooperation and friendship.

1.2 Visions and Goals

1. All members have a better life, play a better role in family, neighborhood, community and society, and have a better opportunity in our pursuits in all aspects of life.

2. Our members are respected, welcomed and duly assisted in our pursuits in worldwide traveling, studies, career and business.

3. Every member acts as a good-will ambassador, bringing good wishes, friendship and fine Chinese tradition to resident homelands.

4. Every member should strive towards becoming an advocate for the fine Chinese culture and civilization, and serving as an educator and life long volunteer.

5. Every member should strive towards becoming a leader in all walks of life, And actively engaged in civil life, and serving public offices.

6. To promote the Chinese community relations with government and encourage More participation of the democratic process.

7. Identify, select, train and assist and support Chinese candidates for Public offices.

1.4 Guiding Principles: Opportunity and Order, Commitment and Compassion, Service and specialty, Cooperation and Co-existence Accountable and Action.

2. MEMBERSHIP 2.1 Requirements

Anyone who claims himself or herself as Chinese, who supports mission and vision of OCSCA, and has experience studying (has earned at least BA degree or enrolled in schools), or work and research in schools in any foreign countries other than his or her motherland in Greater China area. Two references are needed for new membership. Outstanding individuals are not restricted by degree requirements.

CANA member is applied through all Chinese associations and groups of local cities. Membership is offered primarily to those individuals who render outstanding services to local community through professional services or through non-profit associations and groups with non-controversial reputation. Members must be a legal resident.

Senior Leaderships positions must be reserved for those ranking members and volunteers at least for three years.
